What happened with bits 4:0 in the sprite address

Question

When going through the VERA documentation on sprites I notice that each sprite record defines an address for the actual visual representation, but seems to only define bits 16-5(16:5).   What happened to bits 4-0(4:0)?  Are these just assumed to all zeros?
