The paper is a joke. Literally.
This was written as a joke to poke fun at the IBM researchers who claimed their quantum computer could do something that classical computing could not - and then were discredited when someone did exactly that.
From what I can tell, IBM made a claim about their quantum computer's capabilities - specifically that this particular problem involving "ferromagnetic fluids" could only be solved using quantum computing. And, as one might expect, someone else wrote a better solution on an ordinary Macbook Pro just a few days later.
The venue in which this was presented is known as "The Association for Computational Heresy", which is basically a forum for posting sarcastic and/or satirical research papers in a.. well, let's call it a humor-adjacent manner.
